Dodge trucks are like the cars, several years have such minute changes you almost have to be within a few feet of the truck to tell what it is. I've a friend that has a '46 and a '47 that are exactly alike as far as I can tell. All I can say is I think this is a later '40s model, because of where the headlights are. Yes 39s and 40s have headlights down in the valley of the fender closer to the grill. 39s are bulb and reflector and 40 sealed beam with a parking light on top. They also moved the dodge badge from the grill back to the hood side. 39-40 each have unique grill trims too.
