Sounds like you are talking about the heat riser. There is a thermostatic spring that holds the flap in a position that will direct exhaust into a set of chambers in the intake manifold. Basically to aid in warming up the engine faster. As the engine heats up the spring weakens and the exhaust goes straight out the back. You will probably want to replace the bushings that the ends of the shaft slide into. Read the technical tips segment that Normspeed suggested. Make sure you are asking for the riser for the ply and small dodge engines. There are two kits one for the Chryser/Desoto engines and there is a kit for the Ply/Dodge engines.
