Is this an engine head bolt heater?

I saw this on a P15 that is on ebay right now. If it is one, I'd say it is pretty neat.

Well it's a heater, but it isn't on a headbolt. Looks like you need to drill and tap a hole into a cooling passage.

That actually replaces a headbolt and goes into the water jacket. I have a loose one around somewhere
