inexpensive fire extinguishers ?

I have a small electric heater in my new office. For fire protection, I filled two heavy walled balloons, one nearly full of water, the other with fire retardant powder, blew them up tight,  and hung them over the heater. When the first balloon breaks it breaks the 2nd balloon, shorts out the electrical current for the entire shop, douses the heater with water, releases the retardant. When the electricity goes off, a call is sent to 911. 

 

Should work. Oh and the cat nip is now outside! Double down protection.  Can't be too careful.
