Please help identify this tool.

They've been doing a lot of cleaning where I work. Throwing away all kinds of stuff and I saw this in the trash. I really hate to throw any tool away especially if I don't know what it is. It was in the area of the shop where fork lifts are repaired. Several years ago we had old Yale fork lifts that were equipped with Dodge flathead 6cyl engines. I just wonder if it might be something for use on those engines. Any ideas?

I've always used piston ring, never got all fancy with a wood handle and all. lol
