Well they come out of the oil pump so my guess would be they were feed and return for a accessory oilfilter. If you are not going to use that type filter , you probbly need a bit more than masking tape to plug them. What kinde of hole/fitting ar under the tape??

How about a bit more information regarding what vehicle/engine you are working with???

Engine is 218 Flat 6, in a 1950 Wayfarer coupe. The tape on those tubes was from painting, not intended to be permanent.

I am basically trying to figure out where to attach the lines for the oil filter.

You should take the pump off and confirm that there is a plug in between the two fittings. If there is, the fitting closest to the pump is the supply line for the filter housing, and the one farther back would be the return line from the filter housing.

can you post a picture/s of the filter set up? the stock one was a bypass filter mounted on the drivers side, assuming you car came with a filter. If you look at the driver's side of the engine there is a cast passage that runs the length of the block just above where the oil pan bolts on. There should be 2 or three fitings or plugs along the casting, one was for feeding the filter, one was for picking up oil for the pressure gauge. There should also be a plug or fitting near the dipstick for the bypass filter return line.

That looks like a 100% aftermarket set-up. It looks to be welded on, and there must be non-factory holes drilled. There's nothing in that spot on my engine. I wouldn't like that arrangement at all on my car. I had an engine in a '60 Ford pick up where a previous owner put an oil pressure guage in by routing an oil line from someplace other than where the engineers intended oil to be drawn from. Ruined the engine. The factory plumbing for the oil filter is, as Greg said, on the driver's side, whether the car originally came with an oil filter or not. You can still attach an aftermarket filter to the intended plumbing if you don't trust the original types.
