Looks more like a bottemer than a topper.

....it would go below the rear plate, but look -- no room on a P15 anyhow.

Might go below this plate.

So, perhaps it was intended for the front...???

I like it. My rear tag is a flip-up covering a receiver hitch. Something like that would be perfect on that setup.

It's not a mistake.

Most tag toppers were designed to go above the tag, but a few were fitted underneath.

They come up on Ebay occasionally.

Looks good on the front, or rear, tag.
