I asked a local auto machine shop what he did, he concurs with Merle and Don, he does them all also.  I was advised some time back to tap the threads AND that, this I didn't know, there is a tap for holes that dead end. Good advice.

Flat tap or a tapered tap...very handy to know about those....and left turn (reverse) drill bits when you snap off a bolt.  Get yourself some PTS sealer from permatex, great stuff in a tube and easier to apply...but if you buy the new headbolts from Summit, they already come with it pre applied.
