Vintage Power Wagons, Roberts, Rock Auto, and I'm sure there are others who sell online. I've found the best deal is a local friction/relining shop. Most big cities have at least one shop that specializes in applying friction material for clutches as well as brake shoes for all sorts of industrial and agricultural as well as automotive purposes. They are usually very cost effective too.

I have mine relined locally then I arc them to fit the drums.
