Many of those 'top rated' countries are also the world's largest debtor nations...

There is more to these ratings than debt. Health, democracy, personal safety, etc. all come into play when determining economic stability. After all, the U.S. is #7 and it has the largest debt of any nation on earth. As of mid-2009 the U.S. debt stood at over $12 trillion which was about 86% of the U.S. GDP. It is expected to pass 100% of the GDP sometime in 2012.

Of the total U.S. Treasury Securities issued, about 28% is owned by foreign groups and governments.
