There is more to these ratings than debt. Health, democracy, personal safety, etc. all come into play when determining economic stability. After all, the U.S. is #7 and it has the largest debt of any nation on earth. As of mid-2009 the U.S. debt stood at over $12 trillion which was about 86% of the U.S. GDP. It is expected to pass 100% of the GDP sometime in 2012. Of the total U.S. Treasury Securities issued, about 28% is owned by foreign groups and governments. Quote
