fuel gauge repair or replace

my last dash repair is a none working fuel gauge, wiring to sender is good , I have power to gauge still nothing I have 5 gal. in tank I"am hoping that's enough to float the float anything I'am missing any vendors come to mind

what is your ohm reading across the tank sender term 1 - 2.....next, what is term 1 to ground and then term 2 to ground and does the combined 1 + 2 when read to ground equal the reading across term 1 and 2 ?  the two wire system pulls the needle in both directions at the same time
