I have been slowly getting things together to start my rebuilt engine, which was re-done about 8 years ago or so. (Long story, don't ask...)   After carburetor stuff, distributor stuff (including electronic ignition), much tinkering, flipping the rotor 180º, etc etc, the ol' flathead began to start today!!

BUT, after running only about 5 seconds, THE OIL FILTER OVERFLOWED!!.

I have drained the oil, and was going to refill but not all the way, (including zinc additive), but first I must ask, WHAT MIGHT CAUSE THIS???? OR WHAT HAVE I DONE??Photo attached.

it is a pressurized container in operation....odds are your top gaskets did not seat well...carefully disassemble, clean, check for proper sealing surfaces, ensure alignment and lightly lube the gasket so it will slip-in-place when sealing and not be push aside...

Keep in mind too that sometimes people have a tendency to overtighten....which can cause gaskets to leak.  Just gently snug it. The gaskets aren't very thick, and don't need to be.  Like Plymouthy said: smear a light coat of oil on the gasket before installing.  Helps it stay in place as can help it properly seal.
