I am rebuilding a fuel pump my question is the two valves with springs one should be facing up and one should be facing down? I'm not sure if I have them positioned in the right way? Didn't get instructions  with the kit.

The two check valves are installed correctly as shown in your picture.  Fuel flow in through the sediment bowl on the right of your picture and then out to the carburetor on the left of your picture.

The one from the feed line (inlet) port should face in the direction that will allow the pump suction to open it.

 

The one to the carb (outlet) port should face in the direction that will allow the pump pressure to open it.

Where did you get your rebuild kit from? I have been trying to find a kit for my AC pump out of my '42 Fargo. Ended up getting a Carter fuel pump from Rock Auto for $29, but I would still like to rebuild the original.
