A retaining spring clip fits in a groove of the torque shaft on the frame side of said shaft.

I think it looks kind of like this. I think it is part number 1140 557.  They called it a snap ring. One goes on each end to hold the bearing pieces in place.

Can you take a picture of yours.  I figured there is a way but not sure where to position it. It's a 51 plymouth but I'm guessing there are similar ones out  there

Looks like this....sometimes I've seen just the ring portion in the groove of the torque shaft. I think because the "ears" of the clip are broken off.

Sometimes a very hard part to find

 OE.

Just use an internal snap ring using 90 degree snap ring pliers.

It goes in the groove on the inside of the torque tube to hold the bearing pieces inside.

I found the original clip in my garage that dodgeb4ya posted. I don't know if I did this right but if I did.. now how do the bearings go in. Does the bearing go in first

Yes, the bearings need to be in place first. In your original posting picture it was all together you just needed the clip to hold it all in place. Slip the clip over the post that sticks out from the frame and squeeze the ears together and insert into the end of the torque tube and set it in the groove that is there and release the ears. That should lock it into the groove and hold the bearings in place.
