If your car sits too low , the problem would be springs not shocks . Shocks don't support at all , they only cushion the bumps . The old method for testing a shock is to push a corner of the car way down and let it go up quickly , if the car wants to keep bouncing , the shock is bad . Also shocks are full of oil so look for oily deposits . Some of the guys have installed front shock relocation kits that help correct a design flaw . ( perhaps only on the Plymouths ? )

Not sure of the technical way but if you step on and off the bumper and the car bounces a few times they usually need to be replaced or if they are leaking. Worn shocks may also cause a shimmy in the front end
