 I put a new fuel tank from "Tanks Inc."  in a '47 Plymouth and they said their sending unit would work with 6 or 12 volts, negative or positive ground, because it reads off of the ground side, but we can't get it to work, the gauge reads empty and never moves. Tester shows voltage from both wires going to the sending unit. Is that correct or do we have crossed wires, or what do I have to do to make this new style sending unit work with the old car system. Thanks in advance.

Yes, tanks inc is wrong.  Your rides uses a thermostatic gauge, not an electromagnetic one,

 

Essentially, your gauge has two heated bumetallic strips inside that controls the needle by varying the readings based on the two inputs from the sending unit.  Without both inputs the gauge doesn't work properly.  With the more common, today, electromagnetic setup it uses one magnetic field and a spring.  The spring wants to move it to zero, the field wants to move it away from zero based on the strength of the magnetic field.
