I don't know what the serial number on my dad's 1948 dodge business coupe special deluxe means same goes for model code

My dad owns a 1948 Dodge special deluxe business coupe I was seeing what the serial number is and the name plate and now I'm confused the serial number says 9852467 and the model code is D25 S CPE I don't understand the serial number or the CPE all I know is D25 S is special deluxe that was manufactured in Canada

What you have is a Canadian Kingsway export Dodge made from mostly Plymouth parts.  I believe Kingsways were also exported to Oz.  Exports sent to South America were called DeSoto Diplomats with a body also based on the Plymouth.

Serial numbers were assigned in blocks to various assembly plants so you can tell what the engineering code (type) of car it was, where it was assembled and where it was in the production run. From your serial number:
