If you use windows you can open the picture in Paint, resize and save as a gif. Then you should have a file small enough to post.

Enough online image editors to beat the band and a myriad of apps for those on phones and tablets.

Pixlr might be over kill for those technically challenged. For those I suggest a simple a mobile app like

You should be asking yourself; "What size?". Since most of us will be using our phones, and even those old school types that insist on using the digital camera they bought themselves, or received for Christmas or a birthday, the digital image size will be in the 8-12 megapixel range. For most forums, including this one, you won't need anything larger than 1200 pixels wide - which is a smidgen over 1 megapixel and just so happens to be the perfect size for Facebook:)
