Hook a battery/ or charger of at least 10 amps to the terminals either way. The plunger should push out a 1/4" hard and stay out until you disconnect.

This is for the SSS4003  solenoid not the governor with points in it

Have tried to measure Ohm resistance?  Does it get magentic when connect to battery?

I don't think it opens or is fixable. My mistake, the governor has the points under the cover. Start searching.

They are not hard to find on ebay.

If you plan to rewind, measure number of turns and wire diameter.

I wouldn't even try to open one of those up! Easier to find another one by far.
