I was under the impression that tamper proof odometers had been required by law for at least three decades now and that the practice of turning them back was gone. Then today I read this and find it is even easier now to turn back an odometer than it was in the old days:

From a computer point of view, it is perfectly possible to create a device that will only record increasing numbers and is not possible to be reset. I wonder why the auto manufacturers aren't doing that.
