The guy in our club that does stainless a little told me the first step to polish it was to sand it with some 220. So try some sandpaper

Stainless does not rust, so that is just surface rust on there that's run off the body of the car.

The best and safest way I've found to clean rust off stainless parts is a good fresh soapy SOS pad with lots of water. Just rub gently and all the rust will come off and you won't have any scratches in the stainless finish. You won't even have to polish it afterward. It will be nice and bright and shinny, like new again.:)

Key is, lots of water and don't scrub hard. Make sure the pad is fresh and soaked good with water and soap. Once the soap starts to go out of the pad, get a fresh pad. AND REMEMBER, RUB GENTLY.

By the way, it also works just as good on chrome parts that only have surface scratches and rust on them. Takes the scratches right out.

Norm is right - stainless does not rust. If the piece is actually rusting, it's not stainless. People who repair stainless will do their repair work, then sand the stainless with progressively finer sand paper until it is smooth enough to buff on a wheel using buffing compound. It is a slow and difficult process to go from 220 grit paper to a fine stainless shine - lots of work involved. JMHO

Good Luck

Instead of the coarse 220 paper try grade 0000 steel wool. That has worked for me. The 0000 grade is gentle, so you can rub hard without having to worry about putting scratches in the surface.

I have used FAST ORANGE hand cleaner with pumice. The solvent helps lift the rust away, yet the pumice is just rough enough to get the big pieces off. After that, just use a little 0000 steel wool and it will clean right up. You can also use the steel wool on glass and other trim pieces to get rid of the hazy look or paint overspray.
