We think we found the drain plug/petcock. Unscrewed it and there is just a very slow drip of water coming out. It was 30 degrees when I woke up. Stuck a small screw driver in there and it didn't do anything. Would that mean the water is partially frozen and not wanting to come out or there isn't much in there to begin with?

That and an accumulation of rust and sand, might want to remove the drain valve and flush with garden hose or better yet a pressure washer.

Yes. Notice how the sides of the valve body are flat and parallel which makes it possible to use a wrench to unscrew the entire valve out of the block. Well....possible if the threads aren't seized in the block and the valve doesn't break off in the block....
