They look a little different than my 51 but basically I believe they are the equvalent of extension 12-04-36 (which seem to be drawn not to scale). They close the gap between Splashshield 12-04-4 and the firewall. Not sure if they are bolted to the splashshield or bracket 13-39-26.

Someone with your exact model will probably do a better job "Splainin",

If you don't put a seal/anti squeak material on it the panels will vibrate on the floor boards creating a noise. I just riveted some fender welting on mine. The panels are only held on by one bolt on the frame and they attach to the inner fenders with the two threaded holes.
