The regional sport in that area of PA is chucking beverage cans at road side signs. This vehicle seems to have been constructed to persue that activity.

No offense intended to residents of that area but I have witnessed it many time while visiting the area for road rallys. Most of the activity seems to happen at night on the back roads.

The real scarry part if you notice it has plates. That means it has been safety inspected and is street legal.
