All the flathead mopars I’ve worked on had the flange welded to the pipe from the factory  And the pipe extends into the manifold a bit.   Then a flat gasket will seal well.  If it were in my care the manifold would be removed and welded.  I use nickel rod for that but gas brazing works too.  Then grind and file it flat if needed. The pipe would get the flare trimmed.  The flange straightened and welded to the pipe with about 3/8” extending int the pipe.
