if I put leads of a voltmeter on the bat wire on the regulator and on the arm wire should there be voltage with the key off. It shows 

battery voltage

Normal.  One of the functions of the voltage reg is to disconnect that terminal from the tractor system when the key is off.  That contact and coil is the cutout relay.

thanks for the reply I was hoping that was where my battery draw down was

I misread your post, but it's still normal.  When touch the battery terminal and the armature terminal you are completing a batter to ground circuit, thus you see voltage.

 

But, you can open the regulator and verify that the cutout relay is open. Or disconnect the armature lead and use the ohms function to verify .

I took the cover off the battery points were open the armature  and field points were closed
