Reach which carburetor(B&B) circuit?

If I put gasoline through this pipe(B&B) it will reach the pump and float circuit?or only float circuit?

it will fill the bowl ,  will fill accelerator pump well , then when bowl is full   drip down into intake  and  run out on the ground..won't go past the needle and seat...well if it works?

Thanks torqczar.I asked because yesterday I changed my brazilian DFV carburetor that I ran 32 years (1987-2019) to a Carter B&B E7T2 remanufactured from UNITED AUTOMOTIVE Londonderry,NH.
