THERMOSTAT ASSEMBLY

Apparently my thermostat has never been installed correctly.  I haven't been able to find how to install this on-line or searching the forums.  Am I supposed to remove this brass at the bottom of the housing and install the thermostat inside / above the brass insert.

The spring on the thermostat always goes in the water and the head is always full of water.

Looks like the remains of a thermostat to me. I have seen about a half dozen, and they never had an insert.
