1942 Dodge 218 timing

I have a '42 "Job Ready" pickup with the original flathead 218 and have been trying to figure out the timing. "The Book" says to adjust the timing to TDC but I cannot find it documented anywhere if that is with the vacuum advance connected or disconnected.

 

Recommendations?
