I have a new battery,  I attach the neg cable, then positive ground cable. Hit the starter button I get a click, all gages discharge,  then I take off the positive cable and put it back. Hit the button and click, sometimes I do this 7 or 8 times or less. Sometimes is starts the first time I have all new parts. I take it there is a open circuit or short some where. Where do I start, this is embarrassing at car shows.  One time I hooked up the battery to start the car and honked the horn all gages discharged and wouldn't start.  I am about to spend $700 and get a new Rhode Island original  wiring harness. New battery cables #00 on battery. ground strap from engine to firewall. Do I need a ground strap to the frame also? Help I'm going nuts on this. Sorry about the long post. Starter has been rebuilt and tested.

I think I found the problem. A short green wire from the horn relay was on the positive side of coil.  Electrical wiring chart shows a wire goes from the horn relay to the horn.  Car started right up once the green wire was off the coil. No horn,but it started.
