In my experience it usually is a brake hose if it is just one side. Could be a seized caliper too.

When it locks up disconnect the hose where it goes into the brake line. If the brake does not unlock then most likely the hose is your problem. Sometimes they collapse and will not let the fluid return.

I had a simular situation happen to me. It was a Dodge too. Left front caliper locked up and damn near caught fire. Lots of smoke. Had to have both front calipers rebuilt. Cost 20 years ago, about $107.00.

I would open the bleeder screw first. If it frees up probably not the caliper. Close bleeder screw and pump up brake pedal again. Loosen nut on brake tube where it goes into brake hose. Still locked hose is bad. Seen this many times.

mopar used to have a fiber "puck" that loved to sieze up. I got real good at pulling it apart and cleaning up the puck, reassembling it and getting her back on the road. That was back when I was a lot younger (and poorer). The vehicle was a volare. You might check and see if you have a fiber puck in your caliper.
