Rear spring shackle install

I’m getting ready to install the passenger side rear spring bracket and shackle. I have the top one turned in till it hits the rubber metal Incased bushing. The manual says to space the shackle 7/8” from the bracket and spring. The bushing is less than 1/2”. Should I space per the manual or just till I hit the bushing?  I assume these are not torqued.
