Hi Phil -  you need a 1st and reverse gear and its a 1940 cluster and 2nd speed gear your looking for .  It has 1 less tooth but makes a huge difference.  The biggest thing

to keep in mind is you can use a new cluster but a used cluster may turn out to have a whine and its always the 2nd gear that seems to whine. Ideally you want a new cluster and new 2nd speed gear.  I can easily look up the part numbers for you or point you to a source for the setup.  I don't personally have any for sale. To quote my wife I have the buying of fine junk down pat, but selling ... lol what's that.  .

I went through the same process thanks to some good advice from somebody from here:
As indicated above you do need for the second gear set-up the following:

2nd gear part number 692287, important you need to check that it is really the 23 teeth set up
https://www.ebay.com/sch/i.html?_from=R40&_sacat=0&_nkw=692687+plymouth&_sop=15

And the gear cluster, part number 853885 with 14-19-23-32 teeth
https://www.ebay.com/sch/i.html?_odkw=692687+plymouth&_sop=15&_osacat=0&_from=R40&_trksid=p2045573.m570.l1313.TR0.TRC0.H0.X853885+plymouth.TRS0&_nkw=853885+plymouth&_sacat=0

This seller actually has a 1st gear, reverse gear etc. on offer http://www.ebay.com/usr/patanddeb9341?_trksid=p2047675.l2559
I am not sure if is on ebay already but it was offered to me. Just ask.
