Need Advice On Front Wheels For Moving

I'm moving my '47 Desoto to a new location and the front end has been on jack stands for a couple of years. For the tow, they said I need to put the front wheels back on.

I am assuming I can put the drums and rims on without putting on the brake plate that holds all the brake parts???

Any advice would be appreciated. Thanks.
