Rust through on front end

I was under my 50 Plymouth today and found a rust hole in the front end. It is not that big and is a little soft around it but the rest of the area is solid. Is it anything I should worry about? I put my hand up above where the hole is and there is about a half inch of dirt. I guess the dirt got wet over the years and caused the rust.

Here is a pic, you can see the hole to the left of the pivot.

It is not big enough to worry about but I would at least clean on the rust to stop any further damage or you could fill weld the hole once its clean
