Nope - they can be removed or replace working through the slots and under the fenders. Use a 1/4-inch drive deep 7/16-inch socket. If you're coming aparet, soak everything well. Here in the east, brackets often twist off with the nuts - tough to save, and when that happens, they must be silfver soldered back on.
