Need Original style fender bolts for 1951

Are original style rear fender attachments hardware available anywhere? These are the phillips (large) ended bolts that hold the rear fender on to which a nut attaches. I am restoring this 1951 and it has been somewhat frustrating at times, but with only 27K original miles it is an exciting project.
