could a weak battery cause this?

I would think it would have to be practically dead if it couldn't energize that small electromagnet enough to move the arm. Are you having issues with power?

I would take it apart and clean it. As I said, the parts are so small and there is a lot of movement going on. The potential for something binding is great and it wouldn't take much to obstruct the movement of this thing. The manual says not to use any lubricant on these parts because it will attract grime and foul them up. They recommend clean and dry.
