OK thanks MIke. Does it go between the valve and spring, or between the valve and plug?

I'm rebuilding the master cylinder on mty sons 48 dodge, and I can't seem to figure out where this rubber washer/seal goes. I don't see it in the illustration, and no matter where I put it I can't seem to get any pressure. Any help would be greatly appreciated. thanks.
