I have never really liked how far the front bumper sits ahead of the body on my 1941 Dodge Business Coupe. One of my winter projects this year was to make new bumper brackets and move the bumper closer to the body. I also like the cleaner look without the fog lights. I have a tenative project  at some time in the future. (I am still trying to decide if I actually want to do it) I want to get modern bumpers from a full size car out of a junk yard. "Clearance" the holes the stock bumper brackets go through on my car. Bolt the Bumper Hydraulics to the frame.  Connect the outer parts of the hydraulics to the stock bumpers,  and replace the bumper valance with something semi flexible (Probably Choroplast).  Paint to match and Poof! 15 MPH bumpers that look stock as long as you dont get to close!

Mine may have had the filler panel when new. I never looked for one because I always thought one day I would relocate the bumper. My car does have the rear filler panel. Might leave the back alone and might play with it too. Not sure. Heck it took 30 years to get around to doing the front.
