does this also include the connection to ground form the terminal strip on the rad support....or just  light to rad support...?  the terminal strip is just a tie point.....if you have not checked/cleaned these it is recommended.  You can also test your grounds engine to body and body to dog house.....they could also be degraded and suffering from voltage drops.  And as Robert states...are you running 12s on 6 volts   

 

Also check you voltage input to the dimmer which is common to both high and low beam...poor input there will be shared to poor output both high and low

After verifying you have 6v bulbs in there, it is time to start checking voltages with a volt-ohm meter. Just work your way from the battery to the lights checking the voltage at each connection (with the lights on of course). Any place you detect a measurable drop in voltage is a problem.

I have recently installed 6v in my car they are reasonably bright.keep in mind they were rated at 30 watts low beam an maybe 45 high.  New stuff is 40 and 55 or more.

 

If everything is up to snuff and still not performing well consider running relays.  Also if your car doesn't have a ground strap from the firewall to the frame or engine install one. 80 years sitting on a frame you can't trust body mount connections to provide solid grounds.
