Just a guess, but since they are really dampeners rather that balancers, the thick one isn't needed when that big old coupling is hanging off the back.  It probably does a good job of dampening the torsional pulses all by itself.

 

Then there is also thea large range of dampener and pulley combinations for the 230/218s.  Some are just a pulley bolted to a hub,, some are an integral pulley and hub, some are a seperate hub, pulley, and dampener weight.   Then there are the big, multi-groove cast iron monsters on some military engines.  Who knows what the various engineers over the years calculated as necessary.
