Air Cleaner - Filter Housing Question

This is the BOTTOM section of my Air filter Housing.

I have marked the underside around the throat that feeds the carb.

There is a gap between the body and throat  here that is open to the inside of the housing.

It is hollow inside, and I have bits of rust rattling around in there.  I have shaken some out but some remain.

? -  Will these rusty bits get sucked into the carb ?

? - Is there a purpose for the opening?

? - Should I plug it up ?

Has anyone delt with this ?

Thanks all !

Not sure if this will help ,there should be an O ring between carb and breather I use the Viceroy rubber fruit jar rings fit perfectly.

maybe they will keep any rust out.
