Generally Shoe lining thickness should be .180" max ad per the factory spec

..otherwise standard size drums will never fit over the assembled shoes and backing plates regardless of anchor or cam position.

One thing else that can cause this problem is too long of W/cylinder piston push rods or different thicker pistons not letting the shoes retract enough for the drums to fit over the shoes.
