Glass fuel filter bowl at carb... full or not?

I have a 53 B4D and have been pouring over these threads learning amazing amounts of helpful information. I'm dealing with a hesitation problem at high rpms and have several useful tacks but noticed that the fuel filter bowl at the carb doesn't seem to fill all the way like the one at the fuel pump. Is this normal?

Don't think fuel is problem but just wondering. Did a search and couldn't find anything...
