WD 40 really helps and if you lock the shaft that goes through the floor with a vice grip it makes it a whole lot easier to install the pedal.

Nice thing about WD 40 is that it will not hurt the rubber and dries up fairly quickly.

Grease may break down the rubber too. I also like liquid soap as a lubricant for things like that. Usually use Go-Jo, or similar, as that's what's handy in my garage. Just not the pumice kind.
