Brake shoes

They measure 10"x2" , they say prim.&sec. but I cannot see any difference as to why they would call them primary secondary these vehicles do not have energizing brakes I am confused. Either way I have 3 sets now found them in a local garage that's closed up

Those # 43's are either front or rear shoes ( Pri/Sec...does not matter  position) for most 1946-56 MoPar cars with 10X2"  drums.... all six cylinder cars.
