Of course, it would help if there were actually a project to ponder. As it is, it looks like he's wondering if he should have the tuna or the corned beef. But put a couple of sawhorses out there, some marks on the pavement, and give him a clipboard, and you'd never know he's actually doing nothing. You walk around with a clipboard, and people automatically assume you're busy. I worked in an urban hospital once and there was a couple that was working the hospitals in the area stealing drugs. He'd show up wearing work clothes and a tool belt. She'd come in with a clipboard and a white coat. They'd go to different parts of the hospital. At this particular hospital, it unraveled when someone noticed that the guy was picking up telephones and just speaking into them without dialing any number.
